A longer exposure records movement as a streak: flowing water, light trails or a panned car.
How to get it

Use a slower shutter speed — how slow depends on how fast the subject moves.

Slower shutter means more light, so close the aperture and lower ISO.

Keep the camera still (tripod) for streaks, or follow the subject smoothly to pan.

Shutter speed1/15 – 1/60 s depending on movement
